As the Sanitary Department are now threatened

with the complete suspension of the Conservancy Service, I feel

compelled to invoke your assistance and to request that a Gun-

boat should if possible be sent to the scene. The Commander thould

migt consult beforehand with His Britannic Majesty's Consul-

General at Canton. The moral effect of the appearance of a

British Warship would in my opinion be sufficient to deter the

pirates from attempting further outrages, and would also bring

the Chinese Authorities and the Commanders of the Pirate Resist-

ing Troops to a sense of their duties.

It is unfortunately difficult to give accurate

particulars of the whereabouts of the pirates' headquarters.

Mr.Tratman, the Head of the Sanitary Department attempted to

identify the position of Wang Lin on the chart. He conferred

with one of the junk-masters who is of course ignorant of

English and unable to read a chart, and came to the consluion

that Wang Lin is entered on the chart in error as Wang Li and

that the route taken by the junks is via "Tai Chan,

Tiger

Island, Sai Wan Channel, Ho Kau, and Brick-kiln Creek".
